Ratifying an amendment to the Constitution of the United States of America, granting power to the Congress to limit, regulate, and prohibit the labor of persons under eighteen years of age, and expressly leaving unimpaired the power of the several States, except that the laws of said State shall be suspended to the extent necessary to give effect to legislation enacted by Congress.
