Relating to providing that cities with a population of more than Nine Thousand Seventy (9,070) and less than Nine Thousand Eighty (9,080) inhabitants, according to the last preceding Federal Census may mortgage and encumber their abattoir, and the income thereof, or either of them, for the purpose of acquiring or improving the same.
