Relating to authorizing any county or district, organized, or which may be hereafter organized, in accordance with the laws of the State of Texas, to purchase, for the use or benefit of the people within and adjacent to any such county or district, or the use and benefit of a portion of the area of the county or district served thereby, works, buildings, equipment, together with all the rights, land, and easements, appurtenant thereto and necessary therefor, for rendering irrigation, food prevention, water supply, drainage, and/or sewerage service.
