Relating to appropriating Twenty-five Thousand Dollars ($25,000) to provide for the construction of a building and for laboratory equipment for the manufacture of anti-rabies serum and to purchase anti-rabic serum for issuance to Public Health Officers of cities and counties in this State, to be used to treat indigent persons only where an epidemic of rabies exists.
