Proposing an amendment to Section 30 of Article XVI of the Constitution of the State of Texas, so as to fix the duration of all offices not otherwise fixed by the Constitution to four years, providing that the Railroad Commission shall be composed of three members, who shall be elected as now provided, by the people, and fixing their term of office, which shall be six years and that one Railroad Commissioner shall be elected every two years and in case of vacancy in said office, that the Governor fill the same by appointment until the next general election.
