Relating to aiding the City of Palacios, Texas, situated in Commissioners Precinct No. 3 of Matagorda County, Texas, in constructing and maintaining sea walls, breakwaters and share protection in order to protect said city from calamitous overflows, by donating to it eight ninths (8/9ths) of ad valorem taxes collected on all property, both real and personal, in Commissioners Precinct No. 3 of Matagorda County, Texas, for a period of twenty years, providing a penalty for misapplication of the monies thus donated.
