Relating to conferring additional powers on the boards of trustees of independent school districts situated in counties having a population according to the latest Federal census of more than 22,000 and less than 22,100, by providing that the boards of trustees of such districts may issue refunding warrants in lieu of eligible vouchers as defined herein, issued prior to January 1, 1932.
