Relating to amending certain statute defining the final jurisdiction of the Courts of Civil Appeals by providing that the jurisdiction of said Courts shall not be final, and the Supreme Court may grant a writ of error, in any one of the cases where there is involved the validity or construction of a statute or where there is a dissenting opinion in the Court of Civil Appeals or where the decision of said Court conflicts with a prior decision of the same court or with a prior decision of some other Court of Civil Appeals or with a prior decision of the Supreme Court.
