Relating to authorizing water improvement districts to complete, repair, extend and improve its system and in order to pay for such completion, repairs, extension and improvements, to borrow money and issue negotiable bonds or notes as permitted by this amendment and regulating the elections to be held for such purposes and for the levying of a tax for such purposes.
