Relating to regulating and restricting graduate work of and by educational institutions, restricting graduate work to the University of Texas, and the Agricultural and Mechanical College, directing the Boards of Regents and/or Board of Managers of the educational institutions to enforce the providings of this Act, fixing penalty for violation of this Act.
