Relating to defining "machine gun," "crimes of violence," and "person"; making it an offense to possess or use machine guns in the perpetration or attempted perpetration of crimes of violence; making it an offense to possess a machine gun for offensive or aggressive purposes; providing for the registration of machine guns by citizens with the Secretary of State and prescribing a penalty for failure to do so.
