Relating to prohibiting the willful taking, injury, or destruction of trees, shrubs, vines, plants or ferns on land of another, or on land reserved, set aside, or maintained by the State as a public highway or public park, or as a refuge or sanctuary for wild animals, birds, or fish, without previous permission of the owner of such land or his agent or of the superintendent or custodian of such park, refuge or sanctuary.
