Proposing an amendment to Section 4, of Article VI, of the Constitution of Texas, so that in all elections by the people the vote shall be by secret ballot; that the Legislature shall provide therefor and shall make such other regulations as may be necessary to detect and punish fraud, and that the Legislature provide for registration of voters.
