Proposing an amendment to the Constitution of the State of Texas by amending Section 2 of Article III, so as to provide that the Senate and House of Representatives shall consist of Members elected from each congressional district, and that an apportionment putting into effect the provisions of this Act shall be made at the first Regular Session of the Legislature after the adoption of this amendment.
