Proposing an amendment to Section 11, of Article XVI, of the Constitution of the State of Texas, by adding to said Section 11 further provision, authorizing parties to contract for a greater rate of interest than ten (10) per centum, where the amount borrowed is not in excess of the sum of three hundred dollars ($300).
