Relating to providing in counties having more than seven thousand, six hundred and fifty (7,650) inhabitants, and less than seven thousand, six hundred and seventy-five (7,675) inhabitants, according to the last, or any subsequent, Federal census, and containing an area of less than one hundred and fifty (150) square miles, for the election of a sheriff, assessor and collector of taxes, providing for rights, powers, and privileges, prescribing duties and bonds.
