Relating to further prescribing the powers and duties of the Railroad Commission of Texas in respect to conservation of oil and gas, and the regulation of production, storage, transportation, and refining thereof; providing that in addition to any penalty that may be imposed by the Commission for contempt for the violation of its rules, any person, firm, corporation, joint stock association, or any officer, agent, or employee thereof, violation any provision of this Act, or or any of the rules, regulations, or orders of said Commission made in pursuance thereof, shall be subject to a penalty of not more than twenty-five hundred dollars ($2,500) for each and every day of such violation, and in lieu thereof, in case of violation of any proration order, a penalty not less than the value of the oil produced in excess of the Commission's order, or more than twice the value thereof.
