Relating to providing that the commissioners court of any county shall not invest the sinking funds, accumulated for the redemption and payment of bonds issued by such county, political subdivision, or defined districts in bonds issued by Joint Stock Land Banks, under the provisions of the Federal Farm Loan Act, approved by the President of the United States, July 17, 1916, or any amendment of said Act.
