Relating to amending certain statute relating to devices to prevent unusual noises on motor vehicles and motorcycles so as to define "muffler," "defective muffler," "a muffler cut-out," "a muffler by-pass"; making it unlawful to operate a motor vehicle or motorcycle, which is not equipped with a muffler, or which is equipped with a defective muffler, or a muffler by-pass; providing penalties; repealing all laws or parts of laws in conflict.
