Relating to creating a Central Mailing Bureau; providing for the control of such Bureau by the State Board of control; designating the duties and purpose of such Bureau; making an appropriation for the expense of operation and for the purchase of necessary equipment to establish and maintain said Bureau for a period of six months; repealing all laws in conflict.
