Relating to regulating the sale of alcohol and wine by wholesale druggists and retail druggists or pharmacists; and providing for the keeping of records thereof; and prescribing the duties of physicians issuing prescriptions, and providing for the Comptroller to issue permits and collect a fee therefor; and repealing all laws in conflict herewith.
