Relating to checking monopolistic tendencies to promote the general welfare of the State and the security of the Economic Welfare of the State by the levy and collection of an annual license tax upon every person, firm or corporation engaged in the business of operating or maintaining in this State, under the same general management, supervisions or ownership, one or more stores or mercantile establishments where goods, wares and merchandise is offered for sale at retail.
