Relating to withdrawing from the market all lands which may be discovered or found as vacant lands, serap lands or unsurveyed lands, by virtue of an as a result of the surveying of the University of Texas Lands, and withdrawing from the market all other public lands which have been forfeited for nonpayment of interest.
