Relating to amending a certain Statute; so as to provide that in the appropriation of public waters all rights conferred by, through or in the appropriation of such waters for hydro-electric power purposes shall hereafter be subordinate to the rights of the State of grant allotments and appropriations of municipal and domestic purposes.
