Relating to repealing certain sections of the Revised Civil Statutes of 1925; the fact that the present law declared in the above mentioned sections in a public nuisance, causes unwarranted trouble and inconvenience to the innocent travelling public, and works a hardship on those with the law to the advantage of those who openly violates it.
