Relating to authorizing the Commissioner of the General Land Office to accept and award all applications for the re-purchase of public school land forfeited and approved March 19, 1925, and as amended by certain statute, for which application or the first payments therefor were filed of the time allowed by law for the filing thereof, but for which applications and the first payment were so filed; such acceptance and award to be subject to existing rights of any third party who may have filed oil and gas applications thereon.
