Relating to providing for the better enforcement of the criminal law by establishing the Board of Criminal Law Administration, whose duty it hall be to appoint the Commissioner of Corrections, and to maintain a bureau for the identification of criminals and for collecting, tabulating, digesting and publishing statistic of crimes and criminal, and of their apprehension, trial and punishment, together with recommendations thereon.
