Relating to providing that all Water Control and Improvement Districts heretofore organized under certain statute, and in the organization of which petitions were signed by more than fifty persons owning land within the boundaries of such district and on which petitions hearings were held by the commissioners court of the county in which such districts were situated and in which such court entered its order of judgment finding in favor of the petitioner for the creation and establishment of such districts and appointed a board of directors therefor.
