Relating to amending certain statutes by providing for penalties for the willful desertion of wife, child or children, and providing penalties for same; authorizing the commissioners court to furnish necessary funds for the extradition and return to such county any defendant under this statute, who is at the time I some Stat other than the State of Texas.
