Relating to amending certain statute by providing that no application for the pardon of penitentiary convicts shall be received by the Governor, not by him referred to Board of Pardon Advisors, unless said application be accompanied by an affidavit that the name of no district judge, attorney or juror sitting in the cause in which conviction was had appears on said application.
