Relating to regulating the control of Johnson grass, Bermuda grass and Russian thistle upon the rights of way of railways in this State, and regulating and controlling such Johnson grass, Bermuda grass and Russian thistle upon lands contiguous to the rights of way, and regulating the exercising of ordinary care to prevent such grass or title from going to seed and maturing upon such rights of way and upon such contiguous lands.
