Relating to permitting the payment of taxes on land or lots or parts of same where ownership in the same has passed to a person, firm or corporation other than the owner in whose name the same was assessed for taxation, whether the same was separately assessed or not and whether it constitutes the whole or a part of a tract, lot or block of land separately assessed or not.
