Relating to reorganizing the State of Texas into supreme judicial district for the purpose of constituting and organizing Courts of Appeals therein; creating the Twelfth Supreme Judicial District of Texas, with Greenville as the site of said Court; providing for the appointment and qualification of the judges of said Twelfth Supreme Judicial District, and other officers thereof.
