Relating to authorizing the owners of oil and gas permits and leases heretofore issued or hereafter issued on fresh water lakes to sell and transfer same as a whole or in tracts of not less than forty acres, and authorizing owners of oil and gas permits after issued on river beds to sell and transfer same as a whole or in six hundred forty linear feet following the meandering of such river.
