HB 54, 39th R.S.
Relating to amending certain statute by adding thereto provisions making it unlawful to issue bonds of any district, or subdivision of a county, unless authorized by the qualified voters thereof; and further, that no bonds shall be issued unless a majority of the persons entitled to vote at said election shall have voted, and a majority of those voting shall be in favor of the issue.
