Relating to fixing the compensation of county commissioners in counties of judicial districts comprised of two counties on January 1, 1925, having a total population within said districts of not less than thirty-five thousand nor more than forty-one thousand inhabitants according to the last United States census, and which have an aggregate area of not less than 1890 square miles according to the records of the General Land Office of Texas.
