Relating to creating the Goldthwaite Independent School District in Mills County, Texas; defining its boundaries, including the present Goldthwaite Independent School District; providing for a board of trustees in said district and its boards of trustees all the rights, powers, privileges and duties now conferred and imposed by the general laws of Texas upon independent school districts and the boards of trustees thereof, or any other law or laws that may be hereafter enacted governing independent school districts created or incorporated under the general laws of this State.
