Relating to amending certain statute relating to creating a special fund to be known as the fish and oyster fund of the state; providing for the refund of taxes paid on marl, gravel, shell or mudshell; providing for the enforcement of sand, shell and gravel law; providing for the establishment and maintenance of fish hatcheries.
