Relating to providing a means whereby moneys collected under the gasoline occupation tax law may be held pending judicial construction of said Act and ascertainment as to who owes said tax, and returned to the owner or placed in the Treasury after said judicial ascertainment as the law as so ascertained and construed may warrant.
