Relating to irrigation and regulating the same; relating to liens for furnishing irrigation water and service, limiting and regulating the contract lien upon crops irrigated, exempting municipal owned companies or associations or governmental agencies, and levying an occupation tax to provide funds to reimburse the State for expenses of regulation of irrigation and administrating the laws relating thereto.
