Relating to preventing the sale of bass, white perch, crappie, channel or other catfish in certain counties, prohibiting the use of any seine, net, trap or other device, for taking or catching fish other than a minnow seine which shall not be more than twenty feet in length; providing penalties for the violation thereof.
