Relating to providing that there be, and there is hereby appropriated out of the funds of the State Treasury not otherwise appropriated the sum of otherwise appropriated the sum of $35,000, or so much thereof as may be necessary, for the fiscal year ending the 31st day of August, 1919, with which to pay the expenses of the employment department of the State Council of Defense; providing the manner of payment of same.
