Relating to providing for transfer of title to a certificate and to the shares of stock in a corporation represented thereby only by delivery of the certificate endorsed, or by delivery of the certificate and a separate document containing a written assignment thereof or a power of attorney to sell, assign or transfer the same or the hares represented thereby; establishing and fixing date upon which this Act shall take effect.
