SB 190, 36th R.S.
Relating to giving authority to every city incorporated under the laws of Texas, having a population of twenty-five thousand (25,000) or more to require the payment of a Permit Fee, not to exceed Two ($2.00) Dollars, from the owners and operators of motor vehicles and motor cycles, living within the limits of such city, as a prerequisite to the right to the use of its streets by such vehicles.
