Proposing an amendment to Sections 21 and 23 of Article IV of the Constitution of the State of Texas, changing the salary of the Secretary of State from two thousand dollars ($2000) per year to four thousand dollars ($4000) per year, and changing the salary of the State Treasurer, Comptroller of Public Accounts, and the Commissioner of the General Land Office from two thousand five hundred ($2500) per year to four thousand dollars ($4000) per year, until further provided by law; and providing for the submission of such amendment to the people and fixing the time of such an election; and making an appropriation to pay the expenses thereof.
