Relating to making an appropriation for heating, plumbing fixtures, sewerage disposal, ice plant, laundry machinery, and for the erection of an industrial building, nurses' home, male chronic ward and female chronic ward for the Northwest Texas Insane Asylum in addition to the appropriation contained in certain statute, and providing that such fund shall be expended under the direction of the building board created by the Act of the Thirty-fifth Legislature.
