Relating to amending certain statutes so as to provide that, wherever practicable, counties hitherto served by ex-officio county superintendents, shall be combined into convenient groups with other counties, each group to be served by one school superintendent, providing for the organization of said groups by the State Superintendent of Public Instruction.
