Relating to preventing and prohibiting in time of war the sale, barter or exchange of spirituous, vinous, and malt liquors, or medicated bitters capable of producing intoxication, within ten miles of any fort, arsenal, training camp, cantonment, aviation field or school where soldiers, sailors, marines or aviators are being quartered, held, or trained, or where ships are being built under contract with the government of the United States in time of war, in any branch of the army or navy of the United States; to provide suitable punishment in such cases.
