Relating to increasing the limits of the Port Arthur Independent School District and providing for the payment by the Port Arthur Independent School District of the pro rata share of the bonded indebtedness of Sabine Pass Common School District and validating this obligation, providing for commissioners to fix said pro rata share of said bonded indebtedness, repealing all laws in so far as they conflict herewith.
