Relating to providing that the owner of any stallion, jack, bull or boar kept for propagation shall have a lien upon the female animal to which such male is let; providing that it shall be a misdemeanor for the owner of such female animal to sell, exchange, remove or dispose of the same without the consent of the lien holder and with intent to defraud; providing a penalty.
